Pressure ulcers have now become a national concern. S. history, the Surgeon General identified pressure ulcers as a national health issue for long-term care (Healthy People 2010, 2000). The Centers for Medicare and Medicaid Services placed pressure ulcers as one of three sentinel events for long-term care (HCFA, 2000).

Nursing studies have found discrepancies between individual self-report of ADL and proxy report by nurses (Lindgren & Linton, 1991), findings that may have implications for the accuracy of Minimum Data Set records and other documents. In the future, nurses in clinical practice and nurse researchers should be aware that the traditional ADL and IADL self-report scales may not be the best measures of physical function for all elders. , 1992; Tappen, 1994a). Unfortunately, few studies have adopted these scales to measure physical function in elders.
