But as later chapters will indicate, there is a minefield of obstacles between concept and achievement of goals consistent with that concept, and those obstacles are identical to those on which the ESP foundered; with one exception: the ESP schools were well funded, charter schools receive approximately the same amount for each pupil as would have been given for that student in a traditional school.
