Within a month of the decision to participate in the recreational center building project, Carter decided to enter the race for the state senate. Because the structure of the state senate had changed and the Democratic candidate for governor, Carl Sanders, had pledged to support education and other social welfare services in the state, Carter believed that he could accomplish more on the state level than he could as the chair of the Sumter County Board of Education.
