Neely, one of his deputies, were tried and convicted by the Cuban Supreme Court for defrauding the government of some $ 300,000. The case was complicated by opposition from the powerful Senator Mark Hanna of Ohio, indebted to Rathbone for past services. Wood and Root, backed by McKinley, ignored such political opposition in the United States; in Root's words, they "scraped to the bone" Ibid.
