So on what evidence can urban boards commit themselves to eliminating the achievement gap, that is, merging the performance curves for African American and Hispanic children with those of White and Asian children? Evidence shows that genes most certainly do not explain between-group performance differences, that America has consistently failed to provide adequate educational opportunity to its poor children, that from the mid1970s to about 1988 the achievement gap in America narrowed, and that culture can provide an achievement advantage or disadvantage.

Sometimes, because these issues are controversial or benefit from broad input, the superintendent charters a community task force to bring forward a recommendation. Board committees or task forces chartered by the board may also bring forth recommendations. Each method has advantages and disadvantages. However the policy is developed, two principles apply. The policy should focus on ends, not means. And it should be only as specific as necessary to obtain results, allowing management as much freedom as possible to fill in the gaps.

The achievement gap is simply a measure of differences in achievement between students of different racial backgrounds. The achievement gap will be eliminated when the achievement curves of the scale scores of African American and Hispanic students mirror those of White and Asian students. When this happens, not only will the average achievement of compared groups be roughly the same; more important, the distribution of students along achievement curves will also be roughly the same. This definition is a more challenging definition than the definition of most educators, policy makers, and researchers.
